Our Team

Co-founder and Managing Partner

As the President of JWP Consulting, Jay Pendarvis has over a decade of experience advising government contractors in the intelligence and defense communities with their mergers & acquisitions needs. He provides strategic guidance and insider knowledge to clients and leads a team of experts offering a range of services, from pipeline creation and proposal writing to acquisition preparation and due diligence support. Thanks to JWP’s extensive network and understanding of the government and government contracting landscape, his team has successfully facilitated over $40 million in transaction volume.

Jay began his career at Lockheed Martin over 30 years ago, and has been an executive and entrepreneur in the government contracting space ever since. He is a graduate of Lincoln University and Harvard Business School’s OMP Executive Education Program.

Co-founder and Managing Partner

Les Williams is a Certified Risk Manager with over 20 years of experience in strategic enterprise risk management, engineering, enterprise sales and marketing, and M&A. Mr. Williams’ expertise is advising government contractors on cyber risk, including developing response plans leading to more resilient outcomes. His work has gained international attention as a frequent contributor on the radio broadcast BBC Business Matters, where he discussed emerging issues impacting global economies such as human capital management and supply chain innovation.

Les was the co-founder and Chief Revenue Officer of Risk Cooperative (acquired by Ensurise), a risk management and insurance brokerage firm specializing in helping clients in the government contracting space navigate emerging risks such as cyber, healthcare, political risk, regulatory reform, and other complex domestic and global risks. Prior to Risk Cooperative, he worked in engineering and sales at Ford Motor Company and IBM. He is a graduate of Harvard Business School, where he served as class co-president, and The University of Virginia’s Rodman Scholars Engineering Program.

Co-founder and Managing Partner

Emanuel Slater has over 25 years of business experience, including: designing and implementing financial and operational efficiencies, investing in performing businesses and in special situations, driving business strategy, and executing global markets transactions. Emanuel has executed over $1bn+ in M&A transactions and created over $1bn+ of value in operational improvements across various industries, including government contracting, business services, transportation & logistics, and financial services. Emanuel has also served as the Financial Consultant to the CEO of a middle market defense contractor, executing a restructuring and turnaround. Emanuel has prior experience at Goldman Sachs, Lehman Brothers, Deutsche Bank, and Deloitte Consulting, and holds a BA from Princeton University and MBA from Harvard Business School.
